The frequency command for the argonaut uses a 4 byte binary number for the
frequency portion of the message.  You have to convert the decimal frequency
in hertz to a 4 byte hexadecimal number and then place these 4 bytes after
the *A bytes.  The frequency is not in ascii text.  Knowledge of hexadecimal
arithmetic is required for this conversion or a good calculator that
converts decimal to hex.
