That has to do with the problem any noise reduction algorithm on anybody's
radio faces in attempting to determine what is signal and what is noise. As
the signal gets weaker, relative to the noise, it becomes increasingly
difficult to remove the noise. There is a difference between hopeful
expectation and realistic expectation.
NR, while we can discuss what's good and what isn't (ad nauseum -- just
check the archive), does not work miracles. If you want noise to disappear
around "extremely weak" signals you will be disappointed. Of course it can
be done for long term steady state weak signals, even signals that are well
below the average noise level, but SSB voice or CW does not fall into that
category.
