The classic anti static solution for sticking meters is to make a water and 
detergent solution, then wipe it over the face of the meter and let dry. 
Use a Q tip to apply it.

This will provide a renewable anti static coating which may fix a non 
mechanical meter sticking problem.

Mechanical problems can be fixed if you have a good eye, steady hand, high 
intensity lighting, jewelers tools, patience, or a good phone card for 
calling Ten Tec and ordering a new meter.
