I think you need to use the high position.  On an archived Inrad web 
page it says concerning the filter curves:

"The top graticule is labeled REF, and is normally 0 dB. The filter 
insertion loss can be seen as the number of dB below the reference at 
the center frequency."

The #759 curve shows about 9 dB of loss.  The jumper high position is 
for use with the Ten-Tec 216, 217 & 219 filters which have 8.0, 7.5 and 
10 dB of loss, respectively.
