Art,
I had similar condition with used Centaur amp, arcing in plate  capacitor.  
It took a while to spot the cause, but eventually discovered a  bad spot on a 
capacitor plate where I think a bit of dust accumulated and  created a path for 
the arc.  This led to a bump of melted aluminum on the  edge of the plate 
which contacted the plate next to it when tuning the  amp.  I removed the 
capacitor (luckily easy to do on the Centaur) and using  an emory board, 
carefully 
filed the bump down flat and reinstalled.  No  further problems.  This may not 
be your case but will give you one avenue  to explore.  Good luck.
