Turns out it was the metal sockets on the accessory jack.  A previous
owner had jumpered two of them with a wire so thick it increased the
diameter of the sockets, so that when the remote VFO's accessory plug
was inserted, there was no contact to the pins.  I reformed the
sockets and it's working perfectly.
