Might be easiest in the long run to operate a newer rig using control
software in an attached computer, and use the sight-impaired tools
within the Windows OS to provide the annunciation. That software will
annunciate any text display, and usually the OS-standard interfaces
allow you to go from user control to user control using key strokes.
That would provide annunciation of all the features rather than just
the frequency display.

The Omni VII might be ready-made for this situation.
