It may depend on the physical layout of the heat sources.
If they are concentrated in a few small areas, then a long, horizontal fin
may more effectively spread the heat into a lot more fin area.
If that is not the case, vertical would have been better.
But I'd bet you they do it for the reason I mention.

I have always wondered why Ten-Tec has the heat sink fins horizontal on
the Omni VI and Paragons. I wonder , have they done this on all of
their transceivers? The 961 and 962 power supplies have the fins
vertically oriented which, as far as I know, is the right way.
