I might suggest you try a 4.7 K resistor from pin 2 to the mic side.  Also a 1 
mFd capacitor between the lead and pin 8 on the mic connector.

I think this will give you the correct voltage, but the DC is blocked from the 
radio side of the cap.  Mic gain might need to be reduced to around 7-10 
percent to avoid overdriving.

Others have suggested a 6.8K or even a 10K resistor on pin 2.
