Wiggle your coax connectors near the connector while transmitting into a 
dummy load and see if you have a bad coax jumper.  IF that is not the 
cause, it could be a bad connection at the antenna end.

If testing the same coax you have had the SWR jumps with, does not show 
any connector problems, then check further for bad connections inside 
the tuner and rig.  (I have had even commercially made coax sections go 
bad with loose attachment inside a connector.)
