[TenTec] 565 Power setting question.

How does the 'power level' setting work in the 565?
When the ptt is activated, does the output power start at 0 watts and 
increase to the set value, with the set value representing a 'wall' 
that the power does not exceed?  Or does the power briefly start at 
100% and then throttle back to the set value?  The meter seems to 
have a quick 'overshoot' when the signal is started,
