I'd second that. Actually, I never saw or used one, but judging from the 
manual, which is down loadable from the Collins Collector's web site, it 
was designed for trailing wire antennas on military aircraft. It has the 
Collins MIL-spec look to it.

If you can scrounge the parts, you can build a pretty good L network. 
That's what I did using  a surplus variable capacitors and the  Ten-Tec 
variable inductor that they used in their small tuners.
