Force 12 makes a flagpole antenna.  Their design is all metal, not  
PVC with a wire inside (although that should certainly work, too).

Like any ground mounted vertical, it needs radials (as many as you  
can put in... comes with 4), and it uses base loading coils for 40  
and 80.
