On the Paragon; I had one which developed similar "phase lock loop not locked" symptoms. I sent it back to TT several times, but the fix is relatively simple, make sure the boards are grounded. It may take reflowing a bit of solder on the ground traces around the machine screw holes of the boards, star washer lock nuts, a touch of De-Oxit, and tightening the machine screws an eighth to quarter turn after head contact to insure the star washer bites into the solder. I think some even soldered both sides of the mounting holes, used longer machine screws, and put star washers on both sides of the board. A yearly application of De-Oxit and checking / retightening screws to maintain the grounds is a good idea.

My local club owns 3 TecTec transceivers, all of which have problems.
it is a shame because people want to try the rigs.

Our oldest is a Triton IV. Often enough to be really annoying, the VFO
quits and displays 9.000. Sounds like the the problem is in the
generation of beat signal but I am welcome to suggestions.

The next oldest , I think, is an original Century 21 that just sits
there. Given that it is a QRP rig I think it will be the last to be fixed.

The last is an original Paragon, a gift from a club member. On this
one, the display goes back and forth from a regular display to a phase
loop not locked message.

We have space for 3 stations and we hope to set one position up as an
all TecTec one. Suggestions welcome. Returning the Paragon and Triton
to home is not an option at present.

Thanks for your thoughts or suggestions.
