Yes, actually quite common, especially on "dry" circuits (those without
talk battery).
Using their test set put current on the circuit, effectively (and
temporarily) "sealing" noisy splices. This testing conundrum ("came
clear while testing") led to interface devices that placed sealing
current on the circuit.
