I've seen the RIT/offset circuit cause this kind of issue. The offset trim pot 
may need to be readjusted. The procedure is in the manual on page 3-39 (at 
least on the copy that's posted on TT's website - the  trim pot in question 
is R16 on the 80280 Control Board.)
