It could need calibration. There is a procedure in the manual. It requires two known and specific signal levels to accurately accomplish this.

The S meter on my Omni 6 plus never goes above S 7.
Any ideas what causes it?

I think it's kind of nice to have some S meter reading when I'm running with the AGC off and managing the RF gain manually...
