If there are two of them in parallel wouldn’t good practice be to replace them 
both?

 

It that is the case something with a lower voltage than I suggested might be in 
order..

Those capacitors are a part of the shunt components in the low pass 
filter network.  They are not passing all of the current generated by 
the amplifier.  They are passing only that part of the harmonic energy 
that makes it that far through the filter, and then only half of that, 
since there are two of them in parallel.  Without drowning in 
arithmetic, I suggest that a good quality ceramic disc will probably be 
adequate.
