That is correct and I am the shipper.

I along with the recipient contacted UPS after the package did not arrive as scheduled, but was shown on their system as "delivered". It was shipped insured with proof of delivery required. They could not provide a signature. So there was no delivery as there was no signature. Yet their system showed delivered at 1:18PM along with a 2nd package from another shipper. The I followed up the next day only to learn they had no record of the original missing package complaint. I filed a 2nd missing package complaint and in doing so, learned they had some information which in the same conversation they said they had no record.

Basically it seems that they are "talking out of both sides of their mouth and not telling the same story". It would then appear that some cover-up is taking place. There are a couple of other abnormalities that I've yet to disclose.

I may be mistaken, but it's my understanding that only the shipper can file a claim with UPS.
In this case, Ten-Tec.

On the few occasions when I sell some of my ham equipment, I have it packed and shipped at the UPS Store in town. If there is a problem, first of all, UPS can't claim that it wasn't packed correctly. And, I was told that if there is a problem, as the shipper, they will act as my agent.
It costs a bit more than USPS, but it's a matter of peace of mind.

If anyone else has heard otherwise, it would be good information to share.

Chances are substantial, although far from certain, that UPS driver put it on the wrong door. If it happened to be the door of an honest person, that

I've probably had half a dozen packages dropped on our doorstep in Coronado
over the years that were for somebody else, down the street or even in
another part of town.

Good luck!
