John,

I cannot explain as to why your Eagle tuner has to retune on the same freq 
unless your actually disabling it and then reenabling when you press to tune 
again.  If you hold the button too long you'll do just that.

As to the ATU latency... It has been discussed and explained several times in 
years past.  A quick search on the email forum will provide you with all kinds 
of enlightenment.
