I second the motion. I have "Fixed" two Ten boards in my Omni 6 (A PLL and an
Oscillator)
by simply re-soldering the connections.

The most frequent (by a LOT) failure point on this PLL board was the solder
connections to parts on the board.
The reason for that is that Ten Tec trimmed the component wires too short prior
to board stuffing so a lot of leads did not get much solder on them. Parts
would often work their ways loose.
If you know which function is not working (one PLL or the other) I can probably
steer you in the direction of where to resolver all of the connections.
You might also try LOOKING at the foil side of the PC board, checking to see if
any of the solder points where parts are mounted appear “short”. Those would be
low hanging fruit..Desolder those types of connections thoroughly, reseat the
respective part and resolver with at least 1 mm of wire poking through the foil
on the board (and that is a MINIMUM!).
