Try reflowing the solder or better yet clean off the old stuff and replace.
I've had a few that bubbled like crazy from excessive flux when reheated.

I have a 220 SSB Ten Tec filter for 9 MHz IF that doesn?t work.
Is there any way to test the board to see what crystal is bad?
I notice the crystals appear to be color coded.  If so can the same colored 
crystal from another board be used?
Where is a good place to get replacement crystals?
