They’re not that hard to repair.

You have three first choices. 

1) The rectifier bridge is shorted - R and R
2) The big filter cap is shorted - R and R
3) The supply is putting out too much and the OVP is operating. This should NOT 
pop the fuse though, this is a resettable SCR short that uses the current limit 
to deny power.

This antiquated circuit is difficult to troubleshoot if the problem is not one 
of the three things listed above. It is also sometimes even prone to 
oscillation. I have one in my basement that worked fine under no load but went 
into oscillation when the Omni 6 was turned on, in receive. It eventually took 
out nearly all of the semiconductors on the PC board and is now nothing but a 
parts mule.
