A final can blow and let the driver do the tx, albeit at a low power. I would 
use a wattmeter on CW first, see if it is the final or perhaps a bad mic 
connection. 
Might want to reseat any modules and connectors, maybe one has some resistance.

first thing I'd do. Check it with a 50 ohm load.
