I suggest to check the HV multiplier resistors R42, R43, & R44. Should
be 1 megohm each +/-1%. Also check R41 which is 150K ohms. The
normal HV is 3100 volts no load or standby and 2600 volts for full load
at 0.8 amps of plate current.

I just got a 422B. It works great and makes the 1200 watts predicted
in the manual at tune up. The voltage interpolates to 2800. I
suspect this is lower than actual. I wonder if anybody has replaced
those pots with high quality multi-turns? Heck, are those even
available anymore?

One has to interpolate the marking and space between the numbers.
Thus there is 800 volts between the 2.4 and3.2 or 2400 volts and 3200
volts. Then 1/2 way between the two would be 2400 + 400 or 2800.
Then half way between 2800 and 3200 would be 400 volts or 2800 +200 =
3000. So 3100 would be slightly above the 3000 volt value.
