The manual is correct about the possibility for ESD harm to the display. 
However, by following simple ESD practices, there is no risk.

At the very least, work on a conductive and grounded surface. 

Before you touch any part of the display, touch the radio chassis first, EVERY 
TIME you will touch the display.

If possible, get an ESD wrist band and clip the wire from it to the radio 
chassis.

Do not lay the display on highly insulating or highly conductive surfaces. I 
use ESD bags as work surfaces. These are commonly available. 

Two very common failures in Ten Tec displays (among other boards) are marginal 
soldering and oxidized/dirty board connects. Sometimes just unplugging and 
plugging is not a sufficient action to clean them so a little no-residue 
contact cleaner sprayed into the female connectors followed by immediate 
replugging can help.

As for the soldering issues, a microscope is helpful in seeking out solder 
joints that look questionable, removing solder from them and resoldering them 
(using an ESD rated soldering tool).

While one might have thought that, since the thing h as worked this long 
without issues, why would you look for bad solder joints. The reason is that 
you may have flexed the display board whilst removing it and that would bring 
out nay marginal soldering failures.
