There is a lubricant in the encoders, a silicone based material whose intent is
to both lubricate the contacting surfaces to prevent wear and to coat the parts
with a movable material to prevent oxidation.
Cleaning will remove this material. The encoders will work for a while but the
lubricant was put. There for good reasons.
