Well I don't see that as being "the way it is". Yes the FCC has been
operating with greatly reduced staff and available facilities. They
aren't allowed in their building due to current COVID restrictions.
Yet, if you will read QST or other reports, some hams have received
notice of violation for deliberate interference, excessive bandwidth,
failure to properly ID and such.
Noise issues do require a lot of investigation and gathering of data.
Usually it is initially up to the operator to either gather the
information or at least enlist assistance in gathering the data. Then
contact the offending party. Usually this has proven to be successful.
Power companies have been operating with reduced staff's for various
reasons. Some have resorted to contracting out services for
right-of-way maintenance. This causes limbs to remain rubbing against
lines and poles. As long as the "lights are on" the power company
doesn't receive complaints. I find they do act on complaints as long
as the complainant has shown good faith in the matter and is just not
calling and complaining. Thus the efforts one receives is mostly
related to the effort given to the issue. Just sitting back and
complaining has not been productive. In fact it is usually counter
productive.
So what have you done to improve your situation? Nothing? Then that's
the results you've received.
I have a farm in our area that moves his fence to graze different areas
of his pastures. In some locations I get noise, while in others, no
noise. I contacted him about it, explained my observations and asked to
be allowed to walk the fence. I found weeds against the wire in
several places. I returned with my string trimmer, eliminated the weeds
and the noise was gone. So a bit of professionalism, a bit of work on
my part and my location is now noise free. As to the farmer, it
required no effort on his part and he was happy to know the issues was
resolved. A few weeks later he came back to me asking if I could assist
with his off-air TV antenna? Yes, I did and when finished he was
impressed. I was then rewarded with a couple of really nice sirloin
steaks. Nothing like good grass fed beef.

I chased RFI for a living at AT&T. It seems you are looking at this issue
from the wrong side. In my experience, most cases of electric fence noise was
caused by defective insulators or corroded connections and thus the responsibility
of the fence owner to repair. Most were cooperative as it was probably noising up
their radio, TV and phone service.
For those that did not cooperate, it was pointed out that they were violating
Part 15 of the FCC rules and may ultimately have to deal with the FCC.

I use electric fence here to keep deer out
of my tomato patch. To keep the fence out of
the radio I have a choke...3 turns well insulated
wire on a good sized #31 toroid, and I can't tell
the thing is on or off with the radio.
Your results may vary...every fence and charge will
probably be different.
