Topband: Unidentified signals

On the morning of November 13, 2000 at around 6:30 am EST,
I heard (2) stations speaking what may have been Russian or
Polish.  Since I am not a judge of language, I can only say
it sounded like those (2) languages.  These stations were on
1.980 with heavy qsb with up to 5/8 signals peaks.  In addition ,they
were not following conventional band plans and were on USB!  No
call letters were copied or heard.  Their conversation was casual
and not hurried.  They signed off about 10 minutes later but may
have been on alot longer before I heard them.

Does anyone know who these stations may have been?  Has anyone
else ever heard them?
