Alan, Topbanders:
I don't recall the size of the tower, or the pre-existing
ground system.  However, I would have expected to see the
vswr curve tighten up a bit, if those 15 radials were a
significant percentage increase.  This seems overly broad, 
to the point where I wonder if  it's swamped out by the Rgnd 
losses.  Am I missing something?
