Tree,  I agree  it is an electric fence.  It may be the old style.  But I
have heard the new ones sound exactly like that if they are shorted to
ground somewhere along the length.  The new ones are design to induce a
"current" for a longer period in case a barn animal comes in contact with
it.  If shorted, they sound just like that. Given the strength of it, hard
to tell from the recording, it may be up to a couple miles from you.  If you
increase listening frequency as you get closer, it should be easy to find.
     I wish I could eliminate the many clicker fences I have near hear.  I
wonder if anyone as tried a series tuned HV capacitor/inductor at the output
of the charger to short 160 signals to ground?  Bob  N7UA
