Moxon's book would indicate that verticals on a slope are at a disadvantage
as the ground reflection (gain) is in the wrong direction. You could
possibly model the verticals over and extensive wire grid to the limit of
your program and see what happens.

When I enquired about the way of modeling the vertical on a slope, W7EL and
EZNEC suggested to tilt the vertical by the amount of slope and then tilt
back the resulting pattern etc.
I think it might be a bit more complicated than that with the reflections in
the far field and resulting pattern in the real antenna vs. model. Some real
antenna comparison between different cases could shed some light on the
case.
