Topband: FK8CP on TB

I worked the FK8CP station on 2-16-2007 at 1332 zulu. He seems to be showing up 
regularly as I heard him both before and after this time. Be prepared to send 
CW very slowly.  I also found that he heard me best when I tuned up 100Hz from
