The problem is the northern part of NA has longer days than 
the southernmost parts of NA, so they don't have much of a 
mutual darkness window (if any) to other areas in the north 
during the summer. Their perspective of summer propagation 
is very different than people living closer to the equator. 
For example far eastern Asians can be worked all summer long 
from the SE USA, as can northern Europeans. No so from 
several hundred miles further north where the summer days 
are much longer. They have to pay a toll for those longer 
winter nights they enjoy.
