These beacons are not frequency agile. As Mike points out, they are on a schedule. The entire environment they are used in is pretty primitive. While they probably are simple systems, that is absolutely not true for all systems. Some are complex, with synthesized transmitters and multi-tone HF receiver's in the buoy with a transmitter on the ship for control functions.
