If the issue of have "something to push against" were critical,
the obvious work around would be to feed the vertical dipole in the
center.  Apparently, this issue is not all that critical because
half waves fed at the bottom seem to work about as well as
if they were fed in the center.  There is usually an accidental
counterpoise in the form of the feeder coax to the matching network
at the base.  The idea is not that halfwaves need no counterpoise,
but rather that a fairly trivial one is good enough.
