I did a Google search about 8 months ago, and I found what seemed to be an
ideal liquid to use for this purpose. I forget what it was, but it had a
low dissipation factor at HF and a good dielectric constant. I don't think
that it was an oil.

I searched this morning for something like "dielectric constants and
dissipation factors of liquids", but I couldn't find it.
