isn't the same station that were disquialified in the last CQ 160 exactely
for using RX web sdr on other continent?
There is no need to talk abut miracles, there are at least two easy ways to
check if someone from EU is using remote RX in USA:
1) listen to the suspicious station on some web sdr in USA. In normal
situation there will be stations the guy is not replying to. If he
amazingly replies to all you can hear on sdr, it's 100% he is also there.
2) the guy replies to W0, W5 stations (a case from my land) and does not
reply to local EU callers. Or replays "later".
And off course, you must be sure you have good working rx antennas at your
QTH. Also, be aware that on 160m 500km can make huge difference in
propagation.
Delays in responding or doublings are not always a proof.

Conditions certainly didn't favor 160 over the weekend CQWW contest here
in
Florida at least.
Looking back in 2019 I worked 50 countries on 160 during CQWW, this year
it
was only 17, only 3 Europeans and those were very weak. I'm sure the lack
of expeditions due to CV-19 played a part but on whole I think many guys
in hindsight will be glad they didn't spend the money to go.
Maybe things will pick up next weekend for the ARRL 160 test though that
tends
to be largely a USA to USA test and it is hard to hear the DX through the
local mob
