I think I have a better idea:  not an inverted L but instead a vertical
top loaded with 2 or 4 wires.  The trouble with an inverted L is that
the horizontal part does most of the radiating, so it isn't any better
than a low dipole.  The top loading wires on a vertical do NOT radiate
because they cancel each other.  I'll second what someone said about
fresh water being no help as an RF ground.   He also needs to think
about receiving antennas.  See:

ideas that don't take up a lot of space. 

By the way, he should be reading Topband, not QRZ.
