Maybe!
If the sole discharge point is at the antenna, within the feedline, or
within the receiver (including the various interconnections, switches,
et. al.) then changing the feed from a DC-open to a DC-short feed would
solve the problem.
HOWEVER, even one other local discharge point will cause enough noise to
make the feed change moot (spark gap transmitters anyone?). Discharge
points can include roof gutter to downspout connections, TV antennas,
power line components, CATV and TELCO components, flashing to nail joints
on the roof ... you get the picture.
I hate to send discouraging e-mail ... but you've got your work cut out
for you. If you connect an indoor antenna to your receiver next time you
get this problem, you can see just how many discharge points you have, by
shorting the coax on your (now disconnected) outside antenna(s). If all
your noise clears up you may have solved the problem ... locally.
EMI/RFI bonding techniques apply here. Not sure if you'll need to go the
full route of installing lightning supression equipment as well (on ALL
local receive antennas).
