Reading the ICE owner's Manual, the disk caps are 0.012 (mfd)
non-inductive
ceramic body at 1,000 VDC.  The bypass caps serve to bypass to ground
any
counter EMF from a rotator motor winding or a brake solenoid winding.
Any induced RF, leaking out of the almost co-located coaxial lines will
also
be bypassed to ground., before it gets into the controller box.

Under a lightning stroke condition, the MOV's would handle the bulk of
the
bypass current, but at lower levels before the MOV's are "turned on",
the caps would
be active.

To qualify my original posting:

Always electrically bond the suppressor units to the ground system.
The model 348 is good for rotator control lines with voltages up to 50
VAC..
or 66 VDC, The MOV's start to conduct at 80-90 VDC......
Limit test current to less than 0.6 watts...
