Step 1. Try another swr meter. This is especially true if you're
using one of the low power "antenna analyzers." Try a conventional
swr bridge/transmitter. Bypass all accessories, such as amplifiers,
low pass filters, switches, etc. Go right to the XA coax.
Step 2. If you have the antenna down where you have access to it,
measure the dc resistance from the 10 meter capacitor can to the
15 meter capacitor can. It should be in the order of 1/2 ohm,
after subtracting ohmmeter lead resistance. This one measurement
checks EVERY junction in the element half. It's pretty neat.
If step one doesn't solve the problem, step two will probably
find something radically wrong in one of the driven elements.
