[TowerTalk] Measured S-meter db/S-unit TS-450

Bob writes about K3KO's measurement of a TS450 S meter:

In the QST review the 450's S meter is reported to read S1 for 1.7uv of
signal and S9 for 31uv. If that's 48db I'll eat my harness.
