Sure, it's messy, but all you need is a small sump pump to drain the
water, and into the hole you go. Small rental companies have them.
You will later find the high water table a blessing as you can just
pour in the concrete and then mix it.
On the other hand, rent a small backhoe. ( will cost you about $75 for
4 hours, and it'll do the job in about 1 ) Waiting for something which
may not happen may cause delays which are not acceptable. ( like a year
or two )
