Two things I see here from one who has been bugged by neighbors for all
sorts of interference over the years.
1. RFI or TVI to cable (except for fundamental overload) should never
occur. I say put a low pass filter on the rig and see if that helps. If
not its at the cable at his end. Get the cable engineer to assist..they
have a spectrum analyzer that helps with both overload (they use good
quality high pass filters) and cable leaks. They also check to see if there
are leaks in their cable or the customer install.
2. For problems with telephones (most common with me) and stereo equipment
as well as TVs on rabbits ears or less send the neighbor the FCC package as
well as the FCC number and perhaps the FOB (FCC Field ops buro) # and
engineer name. Be sure to CC the FOB engineer, too. I had problems with
two neighbors who complained I blew away their telephone conversations. I
had the Cable engineer and the ARRL appointed RFI guy visit with one lady
and we found these things...1. Video game with one side of the antenna left
off. Telephone that could not be RFI proofed no matter what, a poor
connection between the TV and VCR, and quite a bit of leakage from the cable
lead in. All except the princess wall phone was fixed. I know they have
problems from time to time but they are NOW SILENT!
You need to look into getting all your house equipment clean, too. I use
old Western Electric 2500 touch tone telephones and there is a guy in Texas
who makes "bullet proof" phones.
And beware of the touch on lights and those rabbit ears......
