Brian, I used standard galvanized hardware mesh.  It wraps around Rohn 25 
nicely, and I laced it with some galvanized wire.  To climb the tower, I 
put a 6 foot step ladder up against the side to get above the mesh. 

This method is much cheaper than the Rohn flat metal guards, and it 
probably as effective.
