Hi Tom,
I think this is what the cell phone people do all the time when planning a
system installation. They are looking for dead spots for their 900 MHz or 2
GHz radios. I think they use a GPS receiver with elevation measuring
capability and draw contour lines on a map using a computer plotter. The
same system should work for you, too. All you need to do is find some
friendly ham who owns one of these systems and contracts his labor to the
cell phone companies to map their systems. He may do it for you as an
experiment to determine if there is a market there . . .
