Hi Tom,
A matrix of relays is the way to go. It can be made for use with one radio,
then expanded, without any real hassle, for two radios, three radios, more
antennas, and so on. You can engineer it so that 'back contacts' on the relays
prevent you from running both radios into the same antenna too.
