Dave,
These weren't air bags but solid rubber inserts that fit between the
coils of a coil spring.  I used them back in the days when I did some
semi-pro drag racing.  We used them for jacking the rear suspension to
compensate for engine torque and various types of racing tires.  These
could be simply taped to the tower leg at the appropriate spot.  I
still see them sold in many of the big auto parts chain stores
