   Well, the guys in New England know more about this than I do but I think 
the problem is that the freeze-thaw cycle will cause objects to rise and 
occasionally pop up to the surface. In order to avoid this, you have to have 
buried objects below the frostline. Frost heaves are part of that phenomena.
